Biography

1985 – BSES from Pacific Lutheran University

2001 – MA Strategic Studies from the Naval War College

Scott Higgins is a registered professional engineer (Civil) and a former government contracting officer and member of the Acquisition Professional Community.

In 2009, Higgins joined Clayco as the Business Unit Leader for Government Construction and Design after serving 24 years in the Navy Civil Engineer Corps. His last assignment was as the senior Military Construction Advisor to the Deputy Under Secretary of Defense for Installations and Environment.
